Emissions compliance

Tier 4 Emissions
Compliance

Environmental regulations continue to tighten across Australia and internationally. Data centre operators increasingly require diesel/gas engines that are capable of meeting the world's most demanding emissions standards.

Advanced SCR and DPF technologies are widely recognised as industry best practice for reducing diesel engine emissions in critical power applications.

ECI supplies advanced Tier 4 systems that significantly reduce:

↓NOxNitrogen Oxides
↓PMParticulate Matter
↓COCarbon Monoxide
↓HCHydrocarbons
↓VOCVolatile Organic Compounds

These technologies enable diesel and gas engines to achieve ultra-low emissions while maintaining the reliability expected from mission-critical facilities.

Although standby generators may only operate during testing or emergencies, they remain a significant source of onsite emissions, and regulators are increasingly focused on compliance.

As demand grows

As demand for AI, cloud computing and digital services accelerates, data centres are under increasing pressure to improve sustainability while maintaining resilience. ECI works with consultants, contractors, diesel/gas engine manufacturers (OEMs) and facility operators from concept through to commissioning.

Regulatory Update

New and changing emissions laws are already in effect
and rolling out across Asia Pacific

Air quality regulations for stationary and off-highway engines are tightening significantly across Asia Pacific. Data centre backup generation is now explicitly named in these updated regulations.

Both NSW and Victoria have published data-centre-specific requirements that set Tier 4 / Stage V aftertreatment as the expected standard, and comparable frameworks are emerging across Southeast Asia. If your current engine installation has not been assessed against the current regulatory framework, the time to act is now.

NSW · August 2026

NSW Data Centre Guidelines Update

The NSW Government released its Data Centre Guidelines in August 2026, setting six principles that data centre proposals will be assessed against. Performance Measure 4 is the critical one for generator operators: proposals must demonstrate ambient air health-based criteria are met other than during emergencies, and meet the Clean Air Regulation 'Group 6' air pollutant limits for stationary reciprocating internal combustion engines.

  • Nitrogen oxides 450 mg/m³
  • Solid particles 50 mg/m³
  • Volatile organic compounds 1,140 mg/m³
  • Carbon monoxide 5,880 mg/m³

The Guidelines name Selective Catalytic Reduction (SCR) as an example of how these limits can be achieved.

This changes the risk profile for existing and planned fleets. The Group 6 limits apply regardless of operating hours and regardless of whether the facility holds an Environment Protection Licence — the long-standing 200-hour-per-year threshold that let generators run without point source NOx limits no longer provides shelter.

The Guidelines will be reviewed annually. The NSW Government has committed to developing best practice guidance for air quality and noise impact assessment, and to reviewing the Protection of the Environment Operations Act 1997 framework for data centre developments.

Victoria · August 2026

New Application Requirements for Data Centres

EPA Victoria's technical information requirements for data centre development licence applications are unambiguous on backup power. Where diesel generators are selected, EPA expects a minimum standard of generators fitted with Tier 4 / Stage V aftertreatment: diesel particulate filters (DPF), selective catalytic reduction (SCR) and diesel oxidation catalyst (DOC). This is benchmarked against international best practice and demonstrates compliance with the General Environmental Duty (GED).

Applicants must also provide:

  • A Level 2 Air Quality Impact Assessment supported by air dispersion modelling covering both standard operations and worst-case (24/7, 365-day) scenarios, with sensitivity studies for taller stacks where possible.
  • Technical validation of all performance claims: manufacturer specifications, engineering designs, performance data from comparable facilities and third-party validation reports.
  • Monitoring and verification protocols describing how environmental performance will be tracked and how controls will be confirmed effective.

This is a Best Available Techniques or Technology (BATT) test. An engine certified with its original certification at an older tier will not pass.

Asia Pacific · Emerging

Regional standards are converging on Tier 4

The same requirements are appearing across the region, and the Australian regulators are explicitly benchmarking against them.

Singapore

The Green Mark for Data Centres scheme and Singapore Standard SS 564 set energy efficiency performance metrics and best practices. The most recent release of electricity capacity to new data centre development required a PUE of ≤1.25 at 100% IT load, with Green Mark certification as a condition of award.

Malaysia

MITI's Guideline for Sustainable Development of Data Centre categorises facilities into six classes, each with baseline and target PUE, WUE and Carbon Usage Effectiveness parameters, declared in accordance with ISO/IEC 30134-2. Sustainable data centre status is a gateway to tax incentives under the DESAC scheme, tying compliance directly to project economics.

Indonesia

For NOx reduction, the government requirement is to install SCR systems, as outlined in the regulations from the Minister of Environment / Environment Control Agency, which detail air quality protection and management planning.

SCRs are to be installed to achieve compliance with the regulations coming into effect late 2026. These will outline the individual regulations for diesel gensets and power plants.

Future · Tier 4

Tier 4 compliance for your existing fleet

Tier 4 Final standards require reductions in NOx and PM of approximately 90% relative to pre-Tier 4 engines, and are now referenced directly in NSW, Victorian and international data centre guidance, requiring data centre standby generators to meet US EPA Tier 4.

ECI's SCR + DPF + DOC package brings Tier 2 or Tier 3 engines to Tier 4 Final performance through retrofit, without replacing the engine. Or the MIRA-CUBE™ offers a compact plug-and-play path to Tier 4 Final for 1–4 MW diesel generator sets.
